Prof. Quentin Parker
Director, Laboratory for Space Research, The University of Hong Kong; Vice Chairman of Orion Astropreneur Space Academy (OASA)
Prof. Quentin Parker is currently Director of the Laboratory for Space Research of the Faculty of Science, HKU.
Prof. Parker obtained a PhD from the University of St. Andrews in 1986. Early in his career, he worked for many years at the Royal Observatory, Edinburgh, Anglo-Australian Observatory and the Institute for Astronomy at the University of Edinburgh. In April 2002, he joined the faculty at Macquarie University in Sydney, Australia, where he served as director of the Macquarie University Astronomy, Astrophysics and Astrophotonics Research Centre.
Prof. Parker joined the Faculty of Science at HKU in March 2015 to take up the headship of the Department of Physics. He served as Associate Dean (Global) of the Faculty of Science, HKU from 2017 to 2020.
Prof Parker’s research activities are mainly but not exclusively associated with Wide Field Astronomy (including serving as Principal investigator for the UK Schmidt Telescope H-alpha survey), large-scale redshift surveys, Galactic Archaeology, supernova remnants and especially Planetary Nebulae where he has discovered more PNe than anyone in history of the field. He leads the Hong-Kong/AAO/Strasbourg H-alpha PNe project. He has also extensive experience as an instrumentalist with multi-object fibre-optic spectrographs and narrow-band filters.
Prof. Parker has published more than 584 papers and articles of which 302 are refereed and has more than 22,800 citations and an h-index of 70. He has supervised a significant number of PhD, MSc and honours students to successful completion and is always keen to attract students.
Prof. Parker is interested in interdisciplinary studies, science pedagogy and Chinese cultural heritage, particularly ancient bronze artifacts.
He is a keen advocate of STEM education and the emergence of the NewSpace economy.

Dr. Meng Su
Founder & Chief Scientist, Origin Space
Dr. Meng Su is a renowned astrophysicist and entrepreneur who has made groundbreaking discoveries and contributions in the fields of cosmology, extragalactic astronomy, gamma-ray astrophysics and space exploration. He is an honorary associate professor in the Department of Physics and the executive director (ex-officio) of the Laboratory for Space Research at the University of Hong Kong (HKU), where he leads a team of researchers working on various topics, such as planetary science, space telescopes and experiments, dark matter, cosmic microwave background, Fermi bubbles, radio astronomy and fundamental physics.
Dr. Su received his bachelor’s degree in physics and astronomy from Peking University in 2007 and his Ph.D. in astrophysics from Harvard University in 2012. During his PhD, he discovered the Fermi Bubbles, two giant gamma-ray structures in the Milky Way.
From 2012 to 2016, he was a Pappalardo Fellow at MIT and a NASA Einstein Fellow, collaborating with Prof. Max Tegmark on various cutting-edge research projects. He has published more than 100 papers in refereed journals and has been involved in several projects such as BICEP, Fermi-LAT, XMM-Newton, Suzaku, WMAP, Planck, and Jansky VLA.
Dr. Su is the recipient of the Bruno Rossi Prize, the highest achievement award in the field of high-energy astrophysics. He received this prize in 2014 for his remarkable discovery of the Fermi Bubbles. His research results have been selected as “Top Ten Physics Breakthroughs of the World” by the American Physical Society and “Top Ten Astronomical Breakthroughs of the Year” by Astronomy Magazine.
Dr. Anthony Neoh, SC JP
Co-Chairman at Asian Academy of International Law (AAIL)
Dr. Anthony Neoh is a senior member of the Hong Kong Bar specialising in international litigation, arbitration and financial regulatory matters. In 1979, he commenced practice at the Hong Kong Bar after serving for 13 years in the Hong Kong Civil Service. From 1991 to 1994, he was a member of the Hong Kong Stock Exchange Council and its Listing Committee, and chaired its Disciplinary Committee and Debt Securities Group, and was Co-Chairman of the Legal Committee of the Hong Kong and China Listing Working Group. He was the chief architect of the legal structure for the listing of Chinese enterprises in Hong Kong. He is former Chairman of the Hong Kong Securities and Futures Commission from 1995 to 1998; during this time, he was the first Asian to be elected Chairman of the Technical Committee of the International Organization of Securities Commissions. From 1999 to 2004, he was Chief Advisor of the China Securities Regulatory Commission, at the personal invitation of former Premier Zhu Rongji. Dr. Neoh was appointed as Chairman of the Hong Kong Independent Police Complaints Council from June 2018 to May 2021. He was the Convenor of the Hong Kong Monetary Authority (HKMA) Expert Group on the Finance Academy and now serves as a Member of the HKMA Preparatory Committee for the Finance Academy. He is also the Co-Chairman of 2018 B20 Financing Growth and Infrastructure Task Force, and Co-Chairman of The China Securitization Forum.

Ms. Iris Tang
International Council Member, Orion Astropreneur Space Academy (OASA); Strategic Advisor for Corporate Innovation, Ecosystem Building, and Trans-border Market Entries and Growths
Iris leads new businesses and corporate transformation in FMCG, digital, Fintech and Protech with a proven track record of invigorating businesses using data, technology, and a customer-centered approach. She brings over 20 years of management experience with major multi-national corporations, startups and non-profit organisations in Hong Kong, the UK, the United States, Asia Pacific and Greater China.
Iris is currently on the International Advisory Board of Orion Astropreneur Space Academy (OASA) to build a NewSpace ecosystem and its economy for Hong Kong. She was also on the Board of Invotech (2015 – 2020), a not-for-profit focusing on building smart businesses for Smarter Hong Kong. The major projects included Smart Energy with CLP and partners.
She was formerly the MD of Greater China for Opportunity Network, a UK-based platform (under the London Mayor’s program) for curated cross-border business targeting Ultra High Net Worth Individuals and family offices.
Iris has a strong empathy for youth leaders. She held the position of Regional Vice President for 10 countries in APAC for Enactus. At Enactus, Iris aligned governments and corporations with universities to build an ecosystem of students who felt empowered and capable of impacting social, economic, and environmental issues (SDGs). In addition to fundraising, Iris and her team developed and deployed over 2,000 social entrepreneurship programs for over 6,000 students across 197 universities. Select projects were presented at the Global Economic Forum.
Iris believes in a future focused on collaboration. She advises multiple Silicon Valley and UK startups on strategies and new market entries and supports startups in Hong Kong. Through her active community engagement, Iris has built a valuable network for the future.
She holds an MBA from the Australian Graduate School of Management and certifications from the University of Michigan’s Ross School of Management and the Hong Kong University of Science and Technology. Over the pandemic years, Iris also took training on “Managing Emotional Intelligence at times of Risk and Uncertainty” and Forest Bathing.

Mr. Allan Niu
Vice President for International Cooperation, USPACE Tech (1725.HK); Chartered Member of OASA
Mr. Niu is a highly distinguished professional in the satellite and space sector. Currently serving as the Vice President of International Cooperation at USPACE Technology Group Limited, a Hong Kong-listed company, he has also held the role of Executive Secretary of the International Cooperation Committee within the same organisation since June 2022.
Prior to his current positions, Mr. Niu held leadership roles at the BeiDou International Cooperation Centre from 2021 to 2022, driving the global adoption of BeiDou/Global Navigation Satellite System (GNSS) applications.
His illustrious career includes significant contributions to the United Nations Office for Outer Space Affairs (UNOOSA). From 2011 to 2014, he served as a Senior Expert, and from 2017 to 2020, he held the position of Scientific Affairs Officer (P4), playing a pivotal role in launching initiatives like the United Nations Human Space Technology Initiative and the Access to Space for All Initiative.
Notable achievements include fostering international cooperation, promoting the China Space Station worldwide, and coordinating workshops and expert meetings with UN Member States and partners.
Throughout his tenure at the China Manned Space Agency since 1997, Mr. Niu assumed key roles in advancing international cooperation in human space flight and space exploration, while also overseeing areas such as software quality assurance, procurement, planning, and budgeting. Additionally, he is a certified PRINCE2 practitioner in project management.
Mr. Niu's educational background includes a master’s degree in Aeronautical and Aerospace System Engineering, a bachelor’s degree in Aerospace Mechanical Engineering with a specialisation in Airplane and Engine, and he is an alumnus of the International Space University (ISU), where he studied Space Business and Management.

Mr. Foster Yim
Barrister-at-law, Liberty Chambers
Foster helps his clients solving problems by his legal and business knowledge as well as creativities and networks. He is especially strong in advisory, formulating litigation strategies, and criminal litigations. Since 2019, he has been a CPD trainer on Blockchain for Lawyers for the Hong Kong Academy of Law. He is in the panel of arbitrators for the SCIA and SCIA(HK).

Prof. Gregg Li
President of OASA; Adjunct Professor at HKU and Advisor, Lab for Space Research, HKU
Prof. Li is the founding director and President of the Orion Astropreneur Space Academy (OASA), which aims to nurture future entrepreneurs. He is an experienced systems engineer and organisational and technology architect, having worked with leading companies and family businesses for over four decades.
As an organisational and technology troubleshooter, Prof. Li has shared his expertise as an Adjunct Professor at various universities, teaching on subjects like Applied Corporate Governance for Families, Management of Technologies and Transformation, and Space Entrepreneurship.
In addition to his academic roles, he has served on the boards of Cyberport, the Urban Renewal Authority, and the eBRAM International Online Dispute Resolution Centre. He has also advised the Lab for Space Research at HKU, Tech London Advocates, and the Asian American MultiTech Association, among others.
